Instructions

- Bring to a simmer and cook for 5–10 minutes, until the mixture thickens slightly and the carrots begin to soften.
- Transfer the beef mixture to a baking dish, spreading it into an even layer.
- Spoon the prepared mashed potatoes over the top and spread them evenly with a spatula.
