Instructions

  1. Preheat your oven to 400°F (200°C).

  3. Add the chopped onion and minced garlic. Sauté for 2–3 minutes, until the onion is soft and translucent.
  4. Add the ground beef, breaking it apart with a spoon. Cook for 5–7 minutes, until browned. Drain excess fat if needed.
  5. Stir in the diced carrots, frozen peas, tomato paste, Worcestershire sauce, beef broth, thyme, rosemary, salt, and pepper.
  6. Bring to a simmer and cook for 5–10 minutes, until the mixture thickens slightly and the carrots begin to soften.
  7. Transfer the beef mixture to a baking dish, spreading it into an even layer.
  8. Spoon the prepared mashed potatoes over the top and spread them evenly with a spatula.
  9. Use a fork to create ridges or a decorative pattern in the potatoes to help them brown and crisp.
